Over optimizating the site

Have you ever optimized your site and have been penalized for over optimizing it?

I did have this kind of problem once back in 2005 when one of my web design site was penalized from search engines due to excess of Onpage SEO.

How are you sure it was penalized because of over optimization? Many things can incur a penalty.

It is very difficult to conclude what exactly the reason of panelization. But we can assume it by our experience. i have never face such problems in my 3 years of SEO experience.
